In July 2024, Croatian Prime Minister Andrej Plenković announced a sweeping overhaul of the country’s gambling laws. Now, months later, the reforms are taking shape, and their impact is becoming clearer.

The Need for Urgent Reform

For years, Croatia’s gambling industry operated under outdated regulations, last significantly amended in 2015. However, as online gambling surged in popularity, concerns grew over its accessibility—especially for young people. Reports suggested that more than 40,000 Croatians were struggling with gambling addiction, prompting the government to act decisively.

Plenković emphasized that the reforms were necessary to protect vulnerable individuals while ensuring that gambling remained a regulated, fair, and responsible industry. At the core of the new measures were advertising restrictions, enhanced player protections, and a more robust licensing framework.

What’s Changed Since the Announcement?

Since the reforms were first introduced, lawmakers have been refining the proposals, with some measures already taking effect. One of the most notable changes is the introduction of stricter advertising rules. Gambling promotions are now banned in public spaces and print media, while digital and broadcast advertising must adhere to new, more restrictive guidelines. Several major broadcasters and online platforms have already adjusted their policies in anticipation of full enforcement.

Another key element is the creation of a self-exclusion register, which will allow individuals to voluntarily ban themselves from gambling. This initiative, overseen by the Croatian Institute of Public Health, is expected to be fully operational by 2026.
