The UK Gambling Commission (UKGC) has published its new business plan for 2019–2020. The plan focuses on protecting consumers, raising standards and improving regulatory measures, among other things.

The UKGC said that its five strategic priorities continue to be: protecting the interests of consumers and preventing gambling harm to consumers and the public. The priorities also include raising standards in the gambling market and optimising turns to good causes from lotteries. Furthermore, improving the way it regulates is one of the pillars of the business plan.

Neil McArthur, chief executive of the Gambling Commission, said: “This business plan highlights the projects and milestones we will complete during 2019–2020 as we move into the second year of our Strategy 2018–2021. Our overriding objective is to make gambling fairer and safer for consumers, in what is a constantly developing market. I am proud of the progress we have made with our ambitious strategy. But I am also clear that there is much more to do.”

The Inter-Cantonal Lotteries and Betting Commission (Comlot) has expanded its list of unlicensed gambling operators with the addition of 10 more websites. As of now, the list has about 87 operators deemed illegal within Switzerland.

Bahigo178.com, Allsport365.com, Cryptobet.com and Coinbet24.com are among the latest addition to the blacklist. Three websites working under Forzza’s brand – Forzza1.com, Forzza2.com and Forzza3.com – are on the list, as have Runbet.com, Winx24.com and Solobet10.com.

The blacklist was first published in September 2019 after the implementation of the Federal Act on Real Money Gaming. This is the second time the regulator is updating this list since the last publication, which had 65 gambling operators from brands like Pinnacle, Interwetten, Betclic, Unibet and Everest Group.

Online slot developer Stakelogic has received a supplier licence from the UK Gambling Commission. Stakelogic’s full suite of classic and modern video slots are now available to licenced operators in the market. The news comes just weeks after Stakelogic received its Class 2 Gaming licence from the Romanian National Gambling Office.

To mark its arrival in the UK market, Stakelogic has created a run of online versions of the famous Reflex Gaming land-based slot games, including titles such as Lucky Mushrooms and Eureka Einstein Moments. The developer has also signed a licensing agreement with Big Time Gaming and recently launched its first MegawaysTM slot, Black Gold Megaways, which UK players can access for the first time.

“We are thrilled to have secured a supplier licence from the UK Gambling Commission just weeks after being granted a permit in Romania. We have already signed partnerships with a number of online gambling brands who will launch our games to UK players in the coming weeks. In anticipation of our UK licence, we have created a series of slots that will take Reflex Gaming’s popular land-based games online which we believe will be a big hit with players. We have also recently launched our first Megaways title which is proving to be a great success and which will undoubtedly appeal to UK players too. As we continue to secure licences in regulated markets and grow our game portfolio, Stakelogic aims to triple the revenue of our clients again in 2020,” Stephan van den Oetelaar, CEO of Stakelogic said.

Philippe Vlaemminck, the legal advisor of some EU countries and European gambling operators, has criticised the new Ukrainian gambling bill. He said that the bill puts money on the first place, while in EU countries law makers try to solve social issues primarily.

Vlaemminck is widely regarded as a leading player in the current debate on state lotteries and gambling in the EU and WTO, and has been involved as a Member State representative in every gambling case before the CJEU and the EFTA Court. He also acts as a legal adviser to various EU Member States on EU law, and is regularly invited as a speaker to lottery and gambling conferences and seminars or to chair panels throughout the EU.

The expert notes that, first of all, gambling policy should help to prevent abuse and protect the consumer. The second priority in legalisation is to prevent money laundering.

“Even if the policy itself was aimed at funding the budget, in the end, it should not be limited to receiving dividends,” Philippe Vlaemminck said.
