Massachusetts must wait till 2019 for sports betting: Gov. Charlie Baker

Massachusetts Gov. Charlie Baker has said that the state will consider the demands to legalise sports betting seriously but will not rush into a decision. He categorically stated that he does not foresee it coming any time before 2019.

Baker said in an interview with Boston Herald that despite demands from Massachusetts lawmakers for a speedy formulation of sports betting legislation in the wake of the US Supreme Courtā€™s May 14 decision to reject PASPA, the state legislature will do it slowly and carefully.

PASPA, enacted in 1992, prohibited 46 states from regulating sports wagering within their own borders, and its repeal has opened the floodgates for state-by-state legal sports betting across the US.

Ā ā€œI think it would be very hard for us to go from zero to 100 mph in the course of 40 days when thereā€™s so much other stuff in front of the Legislature,ā€ Baker said. ā€œI do know we are meeting with a lot of the professional sports organizations and a lot of the knowledgeable people in this space, and I fully expect the legislature will do the same thing.ā€

Baker believes Massachusetts will take up the issue of sports betting in January, because ā€œclearly this is going to be something that every state is going to have to take a good hard look at.ā€

Window for Connecticut

But Massachusettsā€™ prevarication presents an opportunity for Connecticut, whose casino sector is under threat from its neighboursā€™ 2012 decision to legalise casino gaming.

The $950 million MGM Springfield is scheduled to open later this summer, just miles from the stateline, and Connecticut sports betting could be enough to blunt Massachusettsā€™ competitive edge in the short term.

Connecticut has its own problems, however. The state is eager to fast-track a bill to license and regulate sports books, but first it must negotiate new compacts with its two powerful tribal operators, the Mohegans and the Mashantucket Pequots, who own Mohegan Sun and Foxwoods, respectively.

The tribes claim that sports betting is a ā€œcasino gameā€ and thus falls under their duopoly in the state. It is Governor Dannel Malloyā€™s job to contest that claim and strike a deal that will pave the way for legal sports betting beyond tribal lands.

Rhode Island Next

But Malloy admitted on Saturday that negotiations werenā€™t exactly flying along.

ā€œIn general terms, we donā€™t have an agreement,ā€ he said. ā€œI think weā€™re a ways off from an agreement, so donā€™t anyone hold your breath.ā€

It may be left to Rhode Island, to become the first in New England to legalise sports betting. The tiny state with a population of just over one million people has included revenues derived from sports betting in its budget plan, which was approved by the State House on Friday.

Rhode Island residents voted to legalise sports wagering in statewide referendums twice, in 2012 and 2016, and legislation to legalise sports books at its Twin River casinos is likely to be approved this year.Ā

Nebraskaā€™s First Permanent Casino to Open in May in Columbus

Nebraskaā€™s first full-fledged, newly built and state-sanctioned gambling casino is slated to open in Columbus next month, marking a milestone in the stateā€™s rollout of casino gambling.

The Nebraska Racing and Gaming Commission last Friday approved a target opening date of May 13 for Harrahā€™s Columbus.

ā€œThis is a big deal,ā€ commission Chairman Dennis Lee said.

The stateā€™s three other casinos are open, but in temporary facilities. According to construction schedules, all should be open by early next year.

ā€œWeā€™re definitely excited to open the first permanent casino in the state,ā€ said Don Ostert, Harrahā€™s Columbus general manager.

The 17,000-square-foot casino floor will feature 400 slot machines and 11 live table games, including roulette and craps, Ostert said. It will feature a Brew Brothers restaurant and will offer Caesarā€™s sportsbook and racebook, Ostert said.

For racing fans, the complex will feature the stateā€™s only 1-mile horse track, though racing isnā€™t scheduled to begin until August 16. By June, officials hope to have some horses out on the track to test the new surface.

Ostert said officials hope to draw customers from Norfolk and Grand Island, but also from Omaha and Lincoln.

Columbus Mayor James Bulkley said that, from the cityā€™s standpoint, ā€œwe are very excited to see it get started and become part of the community.ā€

The developers incorporated some Columbus history into the casino, he said.

ā€œThe location where it is used to be called Wishbones, and it was a venue for years for entertainment, and so people recognize that name, and they have kept that name for the sports bar,ā€ he said.

He expects the casino will draw from Omaha. Although driving to Columbus from downtown Omaha might take close to an hour and a half, the drive from west Omaha is more like an hour, he said.

ā€œI can hit Elkhorn in a short hour today, which is now western Omaha,ā€ he said.

In a few months, Omahans wonā€™t have to leave town to visit a brand-new casino.

At Horsemenā€™s Park in Omaha, Warhorse Gaming officials are aiming to open their new casino in early August. It will open with 900 gaming positions, including table games and a Sweetwater Cafe.
