UK BGC Calls for “Level Playing Field” as Government Considers Roadmap Out of Lockdown

The UK Betting and Gaming Council (BGC) has called for a level playing field as the Government considers the roadmap out of lockdown. BGC urged that betting shops and casinos must be allowed to reopen at the same time as other similar businesses once the country is given the green light to safely emerge from lockdown.

BGC members and their employees have been supporting the national effort against Covid-19 and are continuing to do so, with members offering their venues as test and vaccination centres and employees volunteering to support the vaccine rollout.

The BGC has said that its members – which employ 44,000 people in betting shops and casinos – are ready to support the economic recovery and must be given the same opportunities to reopen as other parts of the economy. For betting shops, that means reopening in line with other non-essential retailers; and for casinos, hospitality venues such as pubs and restaurants.

Michael Dugher, chief executive of BGC, said: “The pace at which the vaccine is being rolled out across the UK has been hugely impressive. Britain is at the forefront of this global effort thanks to the hard work of NHS teams and volunteers up and down the country. UK Government Ministers also deserve credit for the success of this roll out and for the support it has given to businesses throughout the pandemic. The past year has been a torrid time for businesses and government support has been a lifeline for many.

“As the vaccine roll out continues and the country begins to emerge from lockdown, it is important that businesses are able to plan effectively for reopening. Ministers must be clear from the outset what the next few months will look like and there should be a consistent approach across the sectors.

“Betting shops must be allowed to reopen alongside other non-essential retail. Last summer, when most betting shops were able to open, they showed that they have best-in-class anti-covid measures compared to any other part of the high street to protect customers and staff. It is vital that ministers allow them to play their part in stimulating the high street, along with other non-essential retailers.

“Likewise, casinos are eager to help Britain get back on its feet. The night-time economy has taken a hammering during the pandemic and draconian restrictions, including the 10pm curfew, have made a difficult situation more desperate for many businesses. Ministers must allow casinos to reopen at the same time as other hospitality businesses including pubs and they must scrap the curfew. It didn’t work last summer and it won’t work now.

“There will be no let-up in our commitment to safety, but we need the economy to open up again – not least if we are to revive the country’s tax take and fund vital public services like the NHS. But the thousands of people employed in betting shops and casinos deserve nothing less than a level playing field, so that everyone gets the same opportunities to recover.”

The licenses will enable FansUnite to serve as a B2C gambling operator and a B2B technology provider in the U.K. marketplace

FansUnite Entertainment Inc. announced that its subsidiaries, Askott Entertainment (Malta) Limited and E.G.G. Ltd., have filed applications for both Business-toBusiness (“B2B”) and Business-to-Consumer (“B2C”) gambling licenses, respectively with the U.K. Gambling Commission (“Gambling Commission”).

The U.K. Gambling Commission was set up under the Gambling Act 2005 to regulate commercial gambling in Great Britain in partnership with licensing authorities.

As part of FansUnite’s expansion strategy, the Company has applied for a remote gambling software license, which will unlock its suite of betting products to operators in the U.K. online gambling market. In addition, EGG Ltd. has applied for a remote betting license which will permit it to deploy its B2C wagering platforms in the United Kingdom.

These applications represent a critical step for FansUnite to expand its operations to the U.K., a jurisdiction that is considered to be one of the largest gambling markets in the world.

“The U.K. gambling licenses are widely regarded as the gold standard for lawful gaming operations and we are pleased to have formally submitted our application with the commission,” said Scott Burton, Chief Executive Officer of FansUnite. “The first step to our expansion in the U.K. is to obtain the relevant licenses from the country’s Gambling Commission, which will allow us to license our betting solutions as well as operate our B2C betting platforms in the United Kingdom. Kazuyoshi Akaba, Japan’s Minister of Land, Infrastructure, Transport and Tourism, has rejected suggestions that the COVID-19 pandemic may render the nation’s IR industry untenable, insisting operators would not submit applications if they did not think IRs would be profitable.

Answering questions over the feasibility of IRs from the Constitutional Democratic Party’s Hiroyuki Moriyama during a House of Representatives budget committee meeting on March 1, Kazuyoshi Akaba said, “The operator will apply as a partner with the local government. If it is decided that there will be no profit at that point, they will [probably] not apply. They will only apply once they have made a full and thorough risk assessment. After that, the government will assess the application.

“Revenue for Japanese travel agents has dropped significantly due to the COVID-19 pandemic and as the IR opening will be in the latter part of the decade, it is difficult to assess the impact. However, I believe the specific risks will be analyzed and then they will make a decision whether to apply or not.”

Akaba also rejected suggestions that IRs would result in Japanese assets being sold to foreign companies for a “quick profit.”

“We are considering not only foreign companies but also domestic companies,” Akaba said. “30% of casino revenue will be paid to national and local governments along with a corporate tax.”
