Georgia Lawmakers Reconsider Gambling Legalization

The legislators in the US state of Georgia are again discussing the idea of legalizing all forms of gambling for funding the HOPE scholarship program.

Casino gambling registered record revenue last year, but the thoroughbred horse racing industry is struggling.

State lawmakers are exploring the potential for economic benefits with expanded gambling. Adding horse racing or casino gambling in the state would require Georgians to approve a constitutional amendment allowing the expansion.

Georgia Gov. Brian Kemp has said that he opposes casino gambling, but would not stand in the way of putting an amendment before voters as long as it guarantees the revenue will benefit the HOPE program.

Supporters say an expansion of gambling would bring thousands of jobs and pump hundreds of millions of dollars into the Georgia Lottery-funded HOPE scholarship.

Georgia’s relative isolation from other gambling and other factors make a valid case for expanding the industry, said Jennifer Roberts, associate director of the International Center for Gaming Regulation at the University of Nevada, Las Vegas, and a gaming law expert who has represented major hotel chains.

“In general, gambling does bring economic benefit to states,” Roberts said. “But any form of gambling is a policy decision for each state. Policymakers have to decide what the smartest approach is for their state.”

But some conservative and religious groups oppose expanding gambling because they say it’s an immoral and addictive habit that foments crime. Others have questioned the revenue predictions offered by proponents, especially as more states expand gambling and compete for customers.

State Rep. Wes Cantrell, a Republican from Woodstock, is a pastor and has been an outspoken opponent of expanding gambling in Georgia. He said Georgia should require the Georgia Lottery Corp. to use 35% of its revenue for education. State law says education programs should get as close to “as practical” 35% of lottery ticket sale money.

“The long-term stability of the HOPE scholarship would not be in question if the Georgia Lottery Corp. had not been allowed to break the law consistently since 1997,” Cantrell said.

Win Technologies USA has installed its Wigos casino management system in the Ada Gaming Center and Megastar Casino of Chickasaw Nation.

The Ada Gaming Center is a casino located in Ada which offers 355 electronic games and two table games. Ada Gaming also offers a Players Club, Traditions Bar, and an attached Chickasaw Travel Stop.

Megastar Casino is located north of the Oklahoma-Texas border in Willis and offers over 650 electronic games. The casino boasts a Players Club, Kitchen 377, a bar area and is also attached to a Chickasaw Travel Stop.

GAN plc: Internet Gambling Revenue of Pennsylvania Increases in August 2019

GAN plc has updated the market following the publication of Internet gaming and Internet sports betting financial information for August 2019 in Pennsylvania, by the Pennsylvania Gaming Control Board (PGCB).

Internet Gaming Win was $6.3 million in August compared to $2.9 million in the prior sequential month, reflecting an increase of 118.6%. Total Internet Sports Wagering Handle was approximately $83.2 million in August compared to $39 million in July. Internet Sports Wagering Gross Revenues for the month of August were $6.3 million compared to $2.9 million in July.

Internet Sports Wagering Gross Revenues may vary from month to month due to the payouts for future events occurring months after the original wager was made and unredeemed winning wagers from prior months will become deductible upon redemption in future months.
